It seems there are people moving to North Dakota because we have so many job opportunities.
According to the Bureau of Labor Statistics, North Dakota's overall unemployment rate is exceptionally low. It is at about 2.5 percent as of 2025.
While we are doing great overall in the country, there are some counties that are struggling in North Dakota more than others.

According to USA Facts, these counties in North Dakota have the highest unemployment rates.
Rolette County - 8.6%
Sheridan County - 4.2%
Emmons County - 4.2%
Barnes County - 4.1%
Pembina County - 3.9%
Sioux County - 3.8%
Benson County - 3.7%
Walsh County - 3.5%
McHenry County - 3.5%
Kidder County - 3.5%

It's hard to say what is causing higher unemployment rates in each of these counties. It could be several things. Some areas might not have enough jobs. Other areas might have an issue where the jobs don't match the skills of the people living there, or there could be a million other things factoring into the unemployment situation; it's hard to say.
The source says the county with the lowest unemployment rate is Dickey County, and the county with the largest labor force is, as I'm sure you can imagine, Cass County.
While looking into all the North Dakota counties struggling with high unemployment rates, I stumbled upon something much more serious and concerning.
