Are North Dakota Animal Cruelty Laws Strict Enough?

An incident happened this past weekend that is unacceptable

Last Saturday morning here in Mandan, a white truck rolled down a local neighborhood street, aimed its vehicle toward a family of geese, killing them, and then turned around to come back towards a woman and her dog ( they avoided any harm). The second I saw this on social media, I couldn't believe that someone or some people could actually do this. Fortunately for most of society, this act was extremely shocking. I mean, just try to imagine the mindset of THIS monster or monsters that would do that.

As far as I know, no arrests have been made

Some of the comments I read on one FB post were that "If the guilty are caught, they probably won't do any jail time, just a huge fine" - so my first thought was that I hope North Dakota has some heavy animal cruelty laws. I have to tell you I'm a little bit disappointed.

Too many "class A misdemeanors" for me

I believe the penalty/penalties for the incident this past weekend should be severe, according to ndlegis.gov "36-21.2-01. Neglect - Definition - Exemptions - Penalty. 1. Any person that willfully engages in animal neglect is guilty of a class A misdemeanor.           36-21.2-02. Animal abuse - Definition - Exemptions - Penalty. 1. Any person that willfully engages in animal abuse is guilty of a class A misdemeanor for a first or a second offense and a class C felony for a third or subsequent offense occurring within ten years. 2. Murder is murder no matter how you look at it

This wasn't an act of hunting one bit - anybody who hunts will agree to that 100% - this was simply a cold-hearted person, period, who needs to be behind bars.
