Walking around your neighborhood seeing all the creativity that people display with their huge blow-up Santa Claus and reindeer arrangements on their front lawn instantly inspires a smile on all of our faces. There is a man in Mandan that does exactly that.

It's pretty special when you can give back to your hometown, be productive and add your own flair. Leo has found joy in putting up the Christmas light display in Downtown Mandan for the past five Christmases" Now we're not talking about a man who just walks around and spends about a half-hour stringing up a couple of lights here and there, Leo puts his heart and soul behind this.
Giving freely of his own time to bring joy to all ages
Phillips has been a volunteer for the Mandan Progress Organization for about 10 years. The past year he has had some health issues, but that hasn't stopped his desire in putting in OVER 100 hours of decorating his hometown. Why does he do it?
