Look, I don't expect everyone to act like they are in a library - "Ssssssssh"

Yes, I know that if I were looking for some complete peace and quiet, I would move outside the city. I'm also not some cranky individual who complains about someone mowing their lawn at 6:23 on a Saturday morning, HOWEVER when it appears to me that some people know exactly how loud they can be, and they couldn't care less, that's when I get irritated. I also wonder if this person or persons is breaking the law.

Common sense tells you when it's ok to make a little noise or NOT 

For intstance, if you live in an apartment building with other residents, common sense should tell you that starting a load of laundry at 4:00 am inside your unit WILL make noise for other people trying to sleep. That's why most places have rules set up to avoid that, but what about those people who live in your neighborhood who seem to be oblivious to others and just don't care? There is someone on my block who has THE loudest car engine I've ever heard. It's like a supercharger; this person revs it up as loud as it can get, idles it forever while gunning the engine, and then slowly drives away. Some days are louder than others, and I often wonder if anyone has complained to this person or persons.
